I paid 40,740 rubles for the camp. The state compensated me for approximately 35% of this amount - 14,352 rubles. In Moscow, two categories of citizens can receive compensation for independently purchased tickets to a children's camp.

Citizens of the Russian Federation living in Moscow receive a monthly allowance if the average per capita family income does not exceed the value established annually by the Moscow government and which cannot be lower than the subsistence level in Moscow. In the third quarter of 2018, the cost of living in Moscow was 16,260 rubles.
A complete list of preferential categories of citizens who can qualify for a free trip is given on the official website of the Moscow Mayor.
What documents to prepare
These documents are required in the Rostov region. In other regions, the list is not much different, but it is still better to check with the local social security office what documents are required.
Photocopies of them must be attached to the parent’s passport and the child’s birth certificate - they are submitted along with the originals of the application, return coupon and camp payment receipt. I wrote an application for compensation on the spot, at the department of social protection of the population at my place of residence, according to the established template.
The department of social protection of the population or the MFC must themselves request a certificate from the applicant’s place of residence in the order of interdepartmental exchange of information. But in practice, parents take out such certificates on their own in order to speed up the application review process.
In some regions, they ask you to attach an agreement with a travel agency, a trip to a camp, or a certificate from your parent’s place of work, but I didn’t need any of this. And, for example, in Ryazan, among the mandatory documents, a certificate from the place of work is also required.
Difficulties may arise with a return voucher for a trip to a children's camp. He confirms that the child was in the camp. A return coupon is the main document that is required to receive compensation. It is issued on the camp's letterhead; each coupon is assigned a unique number. When you receive the coupon, make sure that it is filled out without errors or blots.
Enter the child's full name, registration address, telephone number and date of birth by hand. The start and end dates of the shift and the cost of the voucher are printed. On my ticket, the end date of the shift was written in pen - this is incorrect.
Where to apply
I submitted documents to the department of social protection of the population of the Proletarsky district of Rostov-on-Don. There are such departments in every district of the city. In addition to social security, payments are handled by the MFC, the Department of Education, and the Department of Guardianship. The travel company suggested where to go specifically in my case.
For what reason may compensation be denied?
The main reason for refusal to pay compensation is the provision of false information.
In Rostov-on-Don, the reasons for refusal may be the following:
- An application for compensation is submitted for the second or third time in a year.
- The shift in the health camp lasted longer than 21 days, and in the sanatorium-type camp - longer than 24 days.
- The child's age does not correspond to the range from 6 to 18 years.
- The child is not registered in Rostov-on-Don.
In some regions, for example in St. Petersburg, the reason for refusal may be a valid certificate for the health and recreation of children. According to it, the parent receives a discount in advance when paying for a trip to a children's camp. This discount replaces compensation.
The certificate can only be used in camps that are included in the register of providers of services for organizing recreation and recreation for children. Each region has its own register.
Despite the limited list of reasons, I was also refused at first - due to a blot on the return coupon. A return coupon is considered a strict reporting form, so corrections in it are unacceptable.
In my case, there were no corrections, but the end date of the shift was entered by hand. This cannot be a reason for refusal, that is, the rights of the parent were violated. Therefore, I did not agree with the negative response from social security regarding the payment of compensation.
What to do if refused
Having received an official refusal to pay compensation, I contacted the travel agency that issued the trip. It turned out that not only me, but also other parents were refused - on the same non-existent basis.
The travel agency made a request to the tour operator who sells the tours and to the Smena camp. As a result, two weeks later they called me back from social security and informed me that I needed to bring the old documents again because the payment decision had changed.
I didn’t have to complain about the actions of social security, but just in case, I managed to study judicial practice. A similar incident occurred in the city of Kungur, Perm Territory, in 2016. Social protection refused to pay the applicant partial compensation, citing corrections in the return coupon and the absence of the applicant’s account details. The court ruled in favor of the plaintiff. As a result, compensation was paid, and legal costs were paid by the losing party - social security.
If payment of compensation is refused without legal grounds, you need to write a complaint to the department of social protection of the population and the district prosecutor's office. It is not necessary to contact a lawyer - you can write a complaint in free form. The main thing is to indicate what the violation of rights is and attach to the complaint a copy of the official written refusal and copies of the documents that you submitted to receive compensation.
What's the result?
I was paid compensation on November 26, 2018 - 30 days after I resubmitted the documents. I was returned 14,352 of the 40,740 rubles that I spent.

- If you send your child to a children's camp, you can count on compensation from the state. Its size depends on the parent’s income and the cost of the trip and varies in different regions.
- Carefully check the documents that are needed to pay compensation. Especially the return ticket from the camp - it must be filled out correctly and accurately.
- The list of reasons for refusing compensation for a trip to a children's camp is limited. Therefore, if you were denied illegally, then this is a reason for a complaint to social security and the prosecutor’s office.
