Despite the fact that December 31 is considered a working day, this time we will rest on the last day of the year. Even though this day is Monday.
The thing is that in Russia there is no one working day that would be located between non-working days. In such cases, the government moves the holiday to such date from another date.

How to relax on New Year's holidays 2019
