The federal portal of regulatory legal acts contains detailed information about who will be able to receive EDV by the holiday of May 9, 2018.
On April 27, the discussion of documents related to the upcoming one-time payment to veterans ends. WWII veterans who are citizens of Russia but live in other countries will be able to receive EDV. Also, payments for Victory Day are provided to disabled children and victims of World War II.

One-time payment to combatants by May 9, 2018 in Moscow
As of May 9, 2018, all those categories of citizens listed in Art. 2 of the Federal Law of January 12, 1995 No. 5-FZ “On Veterans”. This is stated on the federal portal of regulatory legal acts of the Russian Federation.
It is reported that not everyone will be able to receive the same payments by Victory Day. Some citizens will receive less than 10 thousand rubles. In Moscow, for example, payments are provided in the amount of 3, 5 and 10 thousand rubles. On March 13, 2018, the mayor of the capital Sergei Sobyanin signed a corresponding order.
EDV in the amount of 10 thousand rubles can be received by:
- combatants who are WWII veterans;
- military personnel who served in the military during World War II;
- disabled war veterans;
- awarded the medal “For the Defense of Moscow”;
- workers who worked at Moscow enterprises during the war;
- builders of defensive structures near the capital.
Payments in the amount of 5 thousand rubles are due.
On the eve of the 73rd anniversary of the victory in the Great Patriotic War, veterans will receive 10 thousand rubles. The draft corresponding resolution of the Russian Government on payments by May 9, 2018 was prepared by the Ministry of Labor. Funding will be allocated from the federal budget of the Russian Federation to help disabled people and war veterans. The one-time payments are timed to coincide with the anniversary of Victory in the Great Patriotic War.
“Make a one-time payment to citizens in May 2018 Russian Federation, permanently residing in the territory of the Russian Federation, as well as citizens of the Russian Federation, permanently residing in the Republic of Latvia, the Lithuanian Republic and the Republic of Estonia, who are disabled veterans of the Great Patriotic War, participants in the Great Patriotic War from among the persons specified in subparagraph 1 of paragraph 1 of article 2 of the federal law dated January 12, 1995, in the amount of 10 thousand rubles,” the resolution says.
According to preliminary estimates, more than 102 thousand people will receive payments.
What amount of payments is planned by the Russian government and the category of veterans who will receive one-time assistance by May 9, 2018?
In total, it is planned to allocate about 12.342 billion rubles for payments to WWII veterans by May 9, 2018.
Residents of besieged Leningrad, war veterans and disabled people, as well as former minor prisoners of Nazi concentration camps, widows and widowers of those killed during the war and deceased disabled people and combatants will receive 7 thousand rubles.
Those who worked in the rear for at least 6 months during the war, those awarded orders and medals for labor, as well as former adult concentration camp prisoners will receive 3 thousand rubles.
If a citizen of the Russian Federation has the simultaneous right to receive 7 and 3 thousand rubles, they will not be summed up, but only the larger amount will be paid, that is, 7 thousand rubles.
Citizens of the Russian Federation living in Russia and the Baltic states who belong to the above categories can count on financial support.
If in 2010, for the 65th anniversary of the victory, 4.2 million people received payments, then this year there are much fewer applicants - 2.6 million.
What additional payments will be made to veterans by May 9, 2018?
Some regions were able to find funds for additional payments. Veterans living in Moscow will receive from 3 to 10 thousand rubles, in St. Petersburg - from 1 to 5 thousand rubles, in the Pskov region - from 2 to 10 thousand rubles. The largest amount of payments in Arkhangelsk is 20 thousand rubles.
Cash payments are not the main thing, says S. Smirnov, an employee of the National Research University Higher School of Economics. At this age it is much more important targeted assistance, especially if we're talking about about housing and health problems. Using extrabudgetary funds, such assistance will also be provided in some regions of Russia.
The Moscow Region Government will provide material support to veterans of the Great Patriotic War before May 9. Payments will be sent to more than 87 thousand people. This was reported on the regional government website on April 17, 2018.

“Today the government of the Moscow region adopted a resolution “On the payment of one-time financial assistance to certain categories of citizens in connection with the celebration of the 73rd anniversary of Victory in the Great Patriotic War of 1941-1945 and on amendments to the procedure for the payment of one-time financial assistance to certain categories of citizens in connection with the celebration anniversary of Victory in the Great Patriotic War."
Participants and disabled people of the Great Patriotic War will be paid 10 thousand rubles on Victory Day; widows of WWII participants who did not remarry, former prisoners of concentration camps, persons awarded the badge “Resident of besieged Leningrad”, and home front workers - five thousand rubles each, the message clarifies. The total amount of payments is more than 537 thousand rubles.
How will WWII veterans in the Baltic countries be able to receive payment by May 9?

Therefore, every year the president issues a decree on the payment of one-time assistance to veterans on the next anniversary of the Second World War, and the government issues a decree on who and in what amount such payments are due. 2018 was no exception. Recipients of a lump sum payment
In May 2018, almost 110,000 citizens of the Russian Federation should receive one-time assistance in the amount of 10,000 rubles retirement age. These will be not only pensioners from Russia, but also our fellow citizens from the Baltic countries:
- Republic of Latvia,
- Republic of Lithuania,
- Republic of Estonia.
Unfortunately, it was in these countries that WWII veterans were practically outlawed, so Russia took upon itself the functions of supporting them. In connection with the 73rd anniversary of Victory in the Great Patriotic War, officials will pay money to the following categories of citizens:
- WWII veterans and persons equivalent to them;
- disabled people of the Second World War,
who live in Russia or in the Baltic states listed above. At the same time, pensioners who were born between 06/22/1928 and 09/03/1945 and belong to the category of “children of war”, unfortunately, are not entitled to this payment. Children of war and their defenders have long been seeking recognition from the state that they suffered significantly from the Second World War and have the right to state support and benefits on an equal basis with veterans, but so far no definite decision has been made about them at the federal level. No, they, of course, have a number of benefits, for example for treatment, but they are not yet entitled to one-time federal assistance for Victory Day.
How and when to get 10,000 rubles
The President adopted the Decree. The government must ensure its implementation. Simply put, make sure that all war veterans and disabled people receive this money on time and in full.
Payments to veterans and disabled people of the Great Patriotic War on the territory of Russia will be carried out by territorial branches Pension Fund. They have lists of all pensioners and veterans, so there is no need to write any additional applications. The funds will be sent to veterans in the way they usually receive pensions: to a bank card, to a current account or in cash at the post office.
At first they promised that all veterans should receive 10,000 in early May, even before Victory Day. But the decree on this was signed only on May 6, and the Government Resolution, although it was adopted promptly, came into force only on May 15. And the Pension Fund reported that payments will take place in May and June. Therefore, if you or your family have not yet received the required 10,000 rubles, you will have to wait a little. But really not much - very soon the money will arrive to you.
Veterans from Lithuania, Latvia and Estonia lump sum payments by May 9, the Pension Fund will also pay with the help of the Ministry of Defense and support departments at embassies (consular departments of embassies) of the Russian Federation in the Baltic states. The money will be paid in cash or sent by transfers also according to the lists available to officials. So neither the pensioners themselves nor their relatives need to worry about collecting documents and writing an application.
Help for children of war
Although pensioners who were children during the war will not receive federal payments, they have a chance to receive support from regional authorities. In many constituent entities of the Russian Federation, at the local level, regulations have been adopted on cash payments for Victory Day to war children. For example, in 2018, pensioners-children of war who live in the Ulyanovsk, Vladimir and Irkutsk regions, Moscow and St. Petersburg can expect from the authorities from 1,000 to 2,000 rubles. It is quite possible that other regions will decide to pay war children money for the holiday.
