Residential complex "Sea Star" is a closed area, fenced and equipped. Provided playgrounds, sports areas and recreation areas.

The situation with "Starfish" seems quite clear now. Let the LCD remain at the bottom rating of new buildings in Primorsky district, however, this is no longer a long-term construction project with a dubious future, where it was risky to invest money, but an almost finished residential complex, with the prospect of receiving the keys this year.
We described in detail the strengths and weaknesses of “Starfish”, as well as the area where the residential complex is being built, in earlier opinions of the portal. Let's focus on just one fundamental change. It concerns the station. Its name has now been changed to “Bogatyrskaya”, but the most important thing is that the location of the station has been moved from the intersection of Optikov and Turistskaya streets to the intersection of Turistskaya and Bogatyrsky Prospekt. Thus, the station will be further from the Starfish than planned. On the one hand, this is a minus, but for some, perhaps it will be a plus. Still, life near the metro in residential areas is quite noisy and restless. And the station, even in a new location, will still be within walking distance from the residential complex. Another question is that she will not appear soon. The opening date for Bogatyrskaya has been pushed back again. It's about about the period 2023-2028, but it is still difficult to say more precisely.
Those who are considering this residential complex for themselves should not delay making a decision. 95% of all apartments here have already been sold. The last 60 options remain available for the second half of May. There are few new buildings in this part of the Primorsky district, since the local neighborhoods have been built up for a long time. Of the complexes in which sales are taking place, only two can be named: located next to the WHSD "Amster" (developer rating"B") and included in White list of new buildings LCD "SeaOcean" from (rating “A+”), where the last apartments remained. To the east, near the Staraya Derevnya metro station, the same company is implementing a mixed-use complex "ArtLine in Primorskoye". In earlier opinions of our portal we already talked about the history "Starfish", assessed the advantages and disadvantages of this project. But, of course, the primary issue remained the prospects for completing the construction of the residential complex. The past year was decisive for the long-suffering long-term construction. Construction of the Starfish residential complex, frozen in 2014, has finally resumed. In the fall of 2017, in agreement with the administration of St. Petersburg, the project included Group "Etalon" (LenSpetsSMU). Now she acts here as an investor and general contractor. All previously unsold apartments and parking spaces, as well as non-residential premises provided for in the residential complex, became the property of Etalon.
In December 2017, it was announced that the company allocated 2 billion rubles for the completion of the facility. These funds should be enough to complete all work on the Starfish. A new deadline for delivery of the residential complex has also been announced - the second quarter of 2019. As of early May 2018, work at the site is actively underway. Monolithic work on the residential sections is close to completion, and the laying of external walls is actively underway. The time at LenSpetsSMU's disposal should be enough for him. The City Administration stated that they will not further monitor the work of the company that has undertaken the completion of the notorious long-term construction. Etalon has a good reputation. The company has already completed the construction of problematic facilities and dealt with it successfully. By the way, in the assessment compiled by experts, Etalon Group has a high score of “A”. The company is large and has been on the market for a very long time. So the successful completion of the Starfish construction is not in question. Accordingly, buying an apartment here now seems, in our opinion, to be quite reliable.
The apartments here are generally quite good, and now you can take a closer look at them. The housing is also promising given the fact that a station will eventually open nearby. This, of course, will not happen soon, but the one preceding it is already preparing for the opening - before the World Cup. Its appearance will reduce the load on the Staraya Derevnya metro station and significantly improve transport accessibility of this part of the Primorsky district.
Sales at Starfish are close to completion. At the beginning of May, the choice is not very wide - less than forty apartments are available. In general, the area itself is very popular. The choice on the primary market in this part of the Primorsky district is not great. Apartments can be purchased in nearby locations ("C") - this property has already been commissioned, as well as in one under construction from (rating "A+"). Other options are located further south - on the shore, at the mouth of the Middle Nevka. This is commissioned by LSR Group (rating “A+”) and is under construction. True, in the latter case we are talking about a higher-class complex, so the prices there are much higher.

It makes no sense to talk once again about the “exploits” (the minimum score is “C-” in a region that has left thousands of shareholders without housing. Now only one question is important: when will this epic, which has lasted for years, end? Since the completion of the “City” facilities has been taken under control control by the administration of St. Petersburg, now the main questions and claims of shareholders are addressed to city officials. Previously, it was stated that all long-term construction projects that were registered with the bankrupt company should be completed in the first quarter of 2018. However, people have doubts that this will happen. on time.
Therefore, shareholders do not leave officials alone. Smolny is periodically picketed. On January 19 of this year, we turned to the Presidential Envoy to the Northwestern Federal District Nikolai Tsukanov with a request to take control of the situation with the completion of the construction of problematic facilities. It must be said that the appeal did not go unanswered. On January 24, the plenipotentiary inspected a number of long-term construction projects, including "Starfish", and then convened a meeting on the problems of St. Petersburg shareholders. The meeting was attended by representatives of relevant departments, the prosecutor's office, the police, banks, and developers. As reported by the media following the meeting, he confirmed that in the coming months money for work on problematic projects will go to builders.
It is expected that in about three to four months a transaction may take place for the sale of a large plot of land in Kamenka, owned by the Gorod Group of Companies. Some large St. Petersburg developers have shown interest in purchasing land. Thus, it cannot be said that the situation with the Starfish residential complex looks hopeless at the moment. As for the specific situation at the construction site, as of January of this year, the installation of the monolithic frame of the residential complex continues. At its highest point, it has so far reached the 13th floor. There are equipment and builders at the site. Work is being carried out simultaneously on sections No. 1, 2, 5, 8, 9. But for now it is obvious that construction is far from being completed. It’s difficult to say whether everything will be finished in a year. With proper funding this is possible. If interruptions occur, it is possible that the deadlines will be postponed from the first quarter of next year to a later date.
It's interesting that additional agreements, which were sent to the shareholders of “Starfish” by Era Holding Company, acting as the developer by proxy, show slightly different dates than the first quarter of 2018. Thus, July 30, 2018 is set as the deadline for receiving the AIA (conclusion on compliance). Moreover, it is clarified that this period corresponds to the schedule for the completion of the City Group facilities, approved by the St. Petersburg administration. Thus, the commissioning of the Starfish, on completely legal grounds, may occur in the third quarter of 2018. And if we take into account that after receiving permission to put the house into operation, another 6 months are allotted for the transfer of apartments to shareholders, then the process of settling and registering property may well “move” to 2019. These are forecasts for now, but such developments cannot be ruled out.
Distracting from the topic of long-term construction, let’s say that in the new neighborhoods south of Primorskoe Highway, in recent years Not only is there active housing construction, but new social facilities are also appearing. In particular, “Starfish” is adjacent to a school, a kindergarten and (in the future) a clinic. New schools are being built nearby. This, of course, benefits future new residents of the Starfish.
Apartments in this residential complex can currently be purchased by assignment. Judging by the active correspondence in the group of shareholders in VKontakte, there are a lot of people who want to buy and sell. Considering that the construction has been taken under control by the city administration, there is confidence in the final successful outcome of the matter. Therefore, for those who have time, are not constrained by funds and have a place to live, an apartment in “Starfish” may be of interest in the future. Considering that in 2018 a residential complex station on Yakhtennaya Street from the Conrad company should be opened nearby, but the timing of its implementation is unknown.

And this despite the fact that it was already in the special account of the Construction Committee, and the shareholders of the Leninsky Park residential complex were officially included in the register of defrauded co-investors. The Gorod group of companies continues its activities as if nothing had happened, sells the remaining apartments, denies the difficulties, and promises that these deadlines are final. So, believe it or not, should you “buy” into tempting offers in the hope of breaking the bank? What should we think? Those who don’t take risks don’t drink champagne or that free cheese only comes in a mousetrap? I wanted to consider any object of the City company, and the choice fell on, which today seems to be the least problematic.
So, the Morskaya Zvezda residential complex is being built in the Primorsky district at the intersection of Optikov Street and Turistskaya Street. The developer assigned it comfort class status and awarded it with the appropriate options: monolithic reinforced concrete construction technology, a fenced protected area, a large selection of layouts, strollers, spacious halls with finishing, OTIS elevators going down to the underground parking.
The complex itself will consist of 9 sections of different floors, with a dominant central tower of 25 floors. On the main page of the complex’s website: the deadline for handing over the keys is scheduled for December 31, 2016. There is also a banner here that says there are only 59 Ford Focus cars left out of the 100 that are given as a gift when purchasing an apartment. Then you can look at the project declaration of the object, from which a lot of interesting things follow. For example, an agreement will need to be concluded with Spectr LLC, where the Gorod Group of Companies has a 100% stake. And the residential sections will have 2, 8, 19, 21 and 25 floors. The start of construction was announced in the 3rd quarter of 2013, and completion - in the 4th quarter of 2015. Our developer does not own the land, but leases it, and it is not indicated for how long, but the owner is the City Property Management Committee. In total, the complex will have 1,164 apartments. Of these: 807 one-room, 323 two-room and 34 three-room. For a comfort class, small apartments seem to be too much. And at the same time, the underground parking provides only 195 parking spaces. Where another thousand residents will park their cars is not entirely clear, given that the yard will be closed. That's all from the documents, but there is also a building permit, it is mentioned in the papers.
The company's website is good. There is quite a lot of information presented here, it is easy to find, and in general, a general understanding about the object is already beginning to emerge. In order for there to be more details in the picture, you can immediately see all the prices and layouts.
It is curious that all apartments are rented with the indication “without finishing,” although in the “Finishing” section a fairly large list of works is listed, which includes painting the ceilings, wallpapering the walls, laying tiles, installing doors, and so on. Apparently they wanted to at first, but changed their minds.
But let's get back to talking about layouts. The most modest option turned out to be a regular rectangular studio of 22 square meters. Only 11.3 meters are allocated for the living room, but there is an almost three-meter balcony. Then there are larger studios, but the form does not change. With the exception of this 26-meter apartment, which they tried to make more square and this is perhaps the most successful option of all.
There was also no variety among one-room apartments. All the differences between them are only in a slight change in area and in the fact that somewhere, the wall separating the kitchen and the room is interrupted, uniting the space. Well, some apartments have loggias, and some have balconies.
There was all hope for two-room apartments. After all, even in the price list they were divided into different groups, “euro” and “not euro”, but hopes were in vain. There was only one option in the European plans, and it does not quite fit into the framework of the usual understanding of this standard.
Classic two-room apartments were also presented in only one form, but it was quite interesting. For example, the largest one is 69 meters long, has a spacious kitchen of 6+10 meters, a chic irregularly shaped balcony, a luxurious corridor of 16 square meters and good dimensions for the living room and bedroom. At the same time, everything is somehow in its place, no extra, unnecessary meters, everything is in place.
The three-room apartments turned out to not only have the same layout - but, in general, only one area, 77 square meters. m. At the moment, it is difficult to assess whether this is enough to be sure that the house will be ready within the stated time frame, but something has already begun to be done.
The last section of the site: payment terms. It is said that the object is accredited by the largest banks, an apartment can be purchased with a minimum down payment, or in installments until February 2016 with a payment of 30%.
Due to the controversial reputation of the company, it is very interesting what the developer himself says about himself, but there was little information. From the specific, and, in general, nothing. From the abstract - the Gorod group of companies was formed by a team of professionals whose goal is “to realize the dream of a modern and cozy home in as soon as possible for the most demanding clients." Yes, we already understand about the shortest possible time. Then there are words about the reliability of the company, the quality of construction and the high qualifications of its employees. And if the first two points are difficult to check, given that the developer has not yet delivered a single house, then the last one can be done by talking with an employee of the sales department. Basically, reviews fall into two categories. Some are piercingly sad, others are filled with indignation. Good responses are associated only with the location of the property; they say that they bought it only because it is one of the latest construction projects in this fast-developing part of the Primorsky district.
Frankly, I like this place myself, I know about it first-hand and I understand perfectly well why everyone else liked it so much. Firstly, there is a good ecological situation here, as far as it is possible to talk about this in the city. Near the Gulf of Finland, Lakhtinsky Razliv, 300th Anniversary Park, Central Park of Culture and Culture, Resort District. Despite the dense buildings, the air here is quite fresh, however, sometimes I hear complaints about the smell from the landfill, the same one that causes inconvenience to the Kamenka microdistrict. However, I was not able to experience this myself, although I live nearby.
Secondly, from here you can quickly get to the city center by going to the embankment, crossing only the Glider Bridge. The journey to Liteiny Bridge takes 10-15 minutes, but, of course, not during rush hours. At this time, leaving the area is very difficult; too many lanes converge on the embankment, both from the above-mentioned bridge, and from Savushkina Street, and from the WHSD, and from the suburban highway. However, there are traffic jams everywhere, and since the path to the center itself is not long, you can still get there faster than from many other outskirts of the city. The further development of this situation is twofold. On the one hand, not all new buildings here have been completed yet, and we can only expect the situation to worsen. On the other hand, they have long been promising a road that will connect us with Vasilyevsky Island and have actively begun construction of the metro, which, of course, can radically solve the problem of transport collapse. By the way, the nearest metro station here is Staraya Derevnya, transport goes well to it, and you can get there in 5-7 minutes, but it’s still a bit far on foot.
Thirdly, this place is developing very progressively. Not so long ago it was a complete wasteland, but today it is a modern area of homogeneous development, as they say now. Both commercial and social infrastructure are keeping pace smoothly. There are several kindergartens and schools within walking distance, and it seems that you can even get there.
It turned out to be more difficult to talk about the construction itself. Apart from the blue fence and the sales department on the corner, there is nothing else yet. By the way, it works according to a very convenient schedule: Mon-Fri from 11 to 20, Sat-Sun from 10 to 19. The central office is located on Bolshoi Avenue V.O. and works only on weekdays, but from 9 to 20. By the way, when I called the office to find out how I could meet with the sales department manager, I liked the service. The young man was friendly, responsive and professional. He told me everything I wanted to know and clarified that an apartment from them could only be purchased for full payment or in installments. There is no more mortgage. We had a pleasant conversation, but since there was a consultation center at the site, I went there for details.
I liked the mobile office, but the conversation with the manager - not so much. At times it seemed to me desperately that she was making up answers to my questions on the fly. Perhaps this was due to the fact that each time the girl seriously thought about what to say, and at the end she almost always added the words: “probably”, “in my opinion”, “should be”. In general, I got the impression that she does not have all the information on the object, but since something needs to be answered, she puts forward her own hypotheses.

However, to answer the direct question, how exactly was construction suspended? - she immediately said - for two months. I didn’t argue that even from February to June there are already 5 of them, and asked what was happening with their other objects. The manager replied that everything was fine, only the Leninsky Park residential complex was delayed for a year, also due to a change in contractors. For some reason, she did not want to expand on this topic further.
As for our residential complex, a lot of interesting details came to light. It turns out that you can’t count on the view characteristics, although the developer emphasizes this in the description of the complex. “Perhaps a piece of spill from sections 3 and 7 will be visible,” the manager told me frankly. But there is a premium for altitude, about 30 thousand for each block. Not a completely clear policy, of course. Residential premises, by the way, start only from the 3rd floor, and the website shows prices of the lowest threshold and with 100% payment.
Taking this opportunity, I immediately asked “is it true that there is no mortgage,” as they told me on the phone, I remember that on the website there was the phrase “the property is accredited by the largest banks.” The manager said that you can still get it from Baltinvest, but only at an immodest rate of 18% (Later, on the bank’s website, I clarified this information, and so the percentage fluctuates between 15-16.5 units, but until then property registration adds another 1%). Basically, apartments are sold on a one-time payment basis and in installments. By the way, about the last one. The price for the apartment is getting higher, but I couldn’t figure out how much; the manager didn’t give me a clear plan, no matter how much I tortured her. At some point it seemed to me that she herself didn’t know. “Approximately it increases by 200 thousand for a one-room apartment and 500 thousand for a three-room apartment, let’s calculate by specific example“, she offered a compromise and I agreed. It turned out as follows: a three-room apartment on the 5th, 6th, 7th floor costs 7 million 166 thousand rubles (versus 7.088 million on the 3rd), if you make a down payment of 50% for it, then you will have to pay 274 thousand rubles for the next 15 months. The total cost will be 7 million 460 thousand rubles, which is 294 thousand more than with 100% payment. The minimum down payment will be, as stated on the website, 30%, but making more is more profitable, since they will give a 10% discount on it. The transaction is executed under the DDU, the money will need to be deposited on the letter of credit. In addition to the amount of the apartment, you will have to pay 18 thousand rubles for drawing up the contract and, in advance, for registering ownership. By the way, along with the last paper you also receive ownership of a piece of land, so its “rental” status should not scare you.
Regarding the complex itself, no social infrastructure facilities are planned, and the first floors will be given over to commercial premises. The ceiling height will be 2.8 m, there is no finishing: walls, partitions, ceilings - without grouting, there will only be screed on the floor, glazing and an entrance door. There are contracts for all communications and upon moving in, everything should work according to a permanent scheme. The only difficulty that may arise is parking. There are few underground parking spaces, and the area will be closed. When I asked whether it would be possible to leave cars in the yard, the manager thought for a long time and finally answered: “I think so,” but as such there are no guest spaces provided. Sales of parking spaces are not yet open, but, for example, in the Leninsky Park residential complex they cost 480 thousand rubles.
Finally, I asked to print out the share participation agreement, but the manager offered to send it by mail. This is where we parted. She actually sent me the document soon, but what’s strange is that they offer to send the money for the apartment to the Fininvest bank account. The same one whose license was revoked. Everything else does not raise suspicions and falls within the framework of the standard agreement, even the fact that upon termination of the relationship, 10% of the transaction amount will be withheld from you. But I am glad that the deadline for the transfer of the apartment is clearly stated - December 31, 2016.
Given the ambiguity of the proposal, it is especially interesting to compare it with other objects in the area, which is what we did, and the picture came out as follows:
LCD "LEGENDA" is being built at a nearby intersection and is also being built by a company for which this is one of the first projects. True, this is where the similarities end. “Legend” is a very special project. The developer assures that he has created the most comfortable and rational house, where everything is done with maximum convenience and comfort. True, the price for a unique project is appropriate. But construction is proceeding at an accelerated pace and nothing makes one doubt the reliability of the developer.
Residential complex "Shuvalovsky" And "Graffiti" are being built in the Kamenka microdistrict, this part of the Primorsky district is valued a little lower, due to the smell from the landfill periodically wafting here. However, the projects are interesting, large-scale, from reliable developers, and a little cheaper than the average for the area, so they are worthy of attention. For example, they want to turn “Graffiti” into an “open-air gallery” and paint the facades with bright colors. The courtyards will be closed off from traffic and turned into a recreation area with Wi-Fi. In the front doors there will be a storage area for bicycles/strollers and a room for washing the paws of pets. In “Shuvalovsky” everything will be simpler, but the developer’s reputation here will be stronger. The emphasis is on the construction of a school, two kindergartens and complete finishing of apartments.
Compared to previous objects - "Do Re Mi" small complex. There will be only 3 buildings here, compared to 24 high-rise buildings in Shuvalovsky, for example. Accordingly, there will be no own infrastructure, and there are few pleasant bonuses: a closed courtyard and security. However, it has one undeniable advantage over all the others - the proximity of the metro. The complex is being built not far from 2nd Alekseevskaya Street. And for many, this will outweigh everything else.
Conclusions:
After such a close acquaintance with the complex, I had a little less questions, but no less doubts. Despite the favorable location, registration of the transaction under 214-FZ and good price, I cannot advise such an object. However, how to dissuade. “Starfish” has every chance of success if further construction proceeds at an accelerated pace, but who can give such guarantees?
